Accessibility
Accessibility Statement
Philipps-Universität Marburg is committed to making its website accessible in accordance with the provisions of the Hessian Act on Equality for Persons with Disabilities (Hessisches Behinderten-Gleichstellungsgesetz, HessBGG) and the Hessian Ordinance on Accessible Information Technology (Hessische Verordnung über barrierefreie Informationstechnik, HVBIT), which implements Directive (EU) 2016/2102.
This accessibility statement applies to the Philipps-Universität Marburg website, available at www.uni-marburg.de/de and www.uni-marburg.de/en, but not to other websites offered outside the central content management system of Philipps-Universität Marburg.
Compliance status
The accessibility requirements arise from § 3, paragraphs 1 to 4, and § 4 of the HVBIT, which was enacted on the basis of § 14 of the HessBGG. Compliance with these requirements has been assessed by means of a self-assessment.
Non-accessible content
Based on this assessment, this website, including its mobile web views, is partially compliant with the aforementioned requirements due to the following exceptions.
Non-compliance with the HVBIT
The content listed below is non-compliant with § 3, paragraph 1 of the HVBIT and is not accessible for the following reasons:
- Alternative text for images, graphics, maps, and controls is partly missing.
- Embedded YouTube videos have no audio description, and transcripts are not available. Not all videos have subtitles. In some cases, edited, complete subtitles can be displayed instead of automatically generated ones.
- Videos may contain flashing or flickering sequences.
- For some videos, no alternatives are offered, or only incomplete ones.
- Links may be unclear.
- Heading hierarchy is not always maintained.
- Some tables are not correctly marked up, or are used for positioning content.
- Some lists have only one entry or are not correctly marked up.
- Some pages are not presented in a single language. Sections and words in other languages are not technically marked as such, which can lead to incomprehensible pronunciation by screen readers.
- Quotations set as standalone sections are sometimes not correctly marked up.
- Some color combinations in headings, icons, and backgrounds do not meet minimum contrast requirements. Accessible alternative: the website can be switched to a high-contrast version (by clicking the contrast icon in the service navigation).
- In sliders and tables, some content runs off the page in the mobile view.
- It is not always possible to close displayed content without shifting focus.
- Not all elements can be reached and operated using the Tab key.
- On some pages, footer elements are overlapped by a right-aligned floating button (e.g. live chat).
- Some form entries lead to unexpected changes of context, e.g. when result lists are generated.
- Form field labels are not always positioned before the input fields.
- Not all documents (e.g. PDF files) are available in an accessible format.
- The homepage does not yet provide information in German Sign Language or Easy Language.
Reason for non-compliance
Philipps-Universität Marburg has a very extensive and diverse web presence, maintained and edited in a decentralized manner by around 1,500 editors from various organizational units. Despite raising awareness of the topic in our CMS training sessions and providing central support, for example prior to the launch of new sections, editorial oversights cannot be entirely avoided.
The website provides a large number of documents (office application file formats, e.g. PDF files), most of which were created before 23 September 2018. Given the volume, only a portion of these documents has been converted so far. We are working to progressively convert them into an accessible format. Some documents are supplied by third parties and are not available in accessible form.
Measures
- Progressive conversion of existing documents into an accessible format, in some cases as a web form.
- Improvements to keyboard operability.
- Revision of the floating button that partially covers footer content.
- Adjustments to the labeling of form fields.
- Review of how result lists are generated.
- Creation of information in German Sign Language and Easy Language. Information already available from the Service and Advice Centre for Inclusive Studies in sign language and spoken language
